​Weather Warfare

Down in South Texas we just experienced one of the mildest winters on record and through April, 2016 we experienced some of the costliest hail storms and flooding in State history. In my living area I've seen and sustained more hail damage in the past year than I have witnessed in the past 20 years, combined. This, along with other extreme weather reports being seen around the globe, got me thinking.

Global Warming. You hear and read about it all the time in the media. The media has historically focused on topics about CFC's (chlorofluorocarbons), ozone, the melting ice caps, polar bears and penguins, temperature data manipulation, rising sea levels, carbon footprints, greenhouse gasses, environmental politics, and the like. But, have you ever heard of Weather Modification, Weather Manipulation or Environmental Modification being spoken about in the mainstream media ?

The quest for harnessing the powers of mother nature have been upon us for nearly three quarters of a century. As early as the 1940's the US DoD and scientists have been working on this task. It is a known fact that the US, EU, Russia and China have the knowledge and technology to manipulate the weather.

In the late 1960's, Operation Popeye was an early example of this technology being used in warfare, whereby the US began to create (seed) an artificial monsoon season in the area comprised of the Ho Chi Minh Trail. The intended result was to bog down the North Vietnamese and Vietcong military supply chain that ran down to South Vietnam from the North while passing through bordering Laos and Cambodia. Though this campaign did not change the course of the war, the technology, in the scope of its application, showed promising results.

In 1977, the UN General Assembly imposed an international ban on the use of environmental modification techniques by militaries or hostile forces.

Early weather modification techniques, such as those used in Operation Popeye, involved Cloud Seeding, whereby precipitation could be induced by means of releasing chemical agents or materials into the atmosphere via aircraft. These techniques are still used today and may arise from sources in government, agricultural organizations, municipalities and hydroelectric utilities. Common material agents used in cloud seeding projects are silver iodide, dry ice, salts, liquid nitrogen, acetone and other adjuncts. This method of weather modification preceded the much more ominous and currently studied technique of utilizing Directed Energy or electromagnetic radiation in the Earth's atmosphere.

Beyond its orbit, 23 degree axial rotation and water, the Earth’s weather is greatly influenced by the Sun's Electromagnetic Radiation. Solar storms or flares can have pronounced effects upon planetary weather. The Earth's ionosphere acts as an outer shield, of sorts, that filters solar radiation reaching Earth. The ionosphere is the outer layer of Earth's atmosphere that comprises a zone that starts at around 30 miles up from the Earth's surface and extending several hundred miles outward. Manipulating this filtering zone presents the theoretical potential to modify Earth's weather patterns. According to Physicist Bernard Eastlund, whom holds a portfolio of patents, technology could possibly allow for weather changes to be brought about by manipulating the ionic charge density and plasma levels in the ionosphere through the use of land-based directed energy. In fact, the DoD's project HAARP appears very similar to Eastlund's patents.  Looking forward, the potential of satellite-based weather modification technology may lay ahead though, there's no apparent documentation of its current application.

The High-frequency Active Auroral Research Program (HAARP), under the DoD, is an offshoot of the Strategic Defense Initiative (aka, President Reagan's Star Wars program). Starting in the early 1990's, the aim of the project was to create an array of high powered antennae that would be capable of emitting massive levels of electromagnetic radiation that would be capable of heating the outer layer of the Earth's atmosphere (ionosphere). The formally provided purpose of the project was for communications and surveillance research. The capability of HAARP to manipulate and perturb the ionosphere leads some to speculate that the more feasible purpose of the technology is that of weather pattern manipulation. In 2014-2015 the HAARP project was halted along with the equipment being transferred to the University of Alaska. There are several other active ionospheric heater arrays strewn about the US and other nations. There's no concrete evidence that HAARP's capabilities were used in weather modification. Some scientists state that the power levels of HAARP are no match for the forces of nature. Scientists, like popular Physicist Dr. Michio Kaku, have talked on major television networks about Directed Energy-weather related experiments that sound potentially viable. These are studies that suggest directed energy can influence weather under certain preconditions, by the use of laser-induced plasma within cloud formations, in situ.

Whether or not advanced weather modification techniques exist beyond the conventional "seeding" methods, is a contested argument. One thing that's undeniable, is INTENT.

The following is quoted from the executive summary of a research paper, "Weather as a Force Multiplier: Owning the Weather in 2025," produced by the United States Air Force for the Department of Defense (it should be noted that this is a forecast and not necessarily reality) :

"In 2025, US aerospace forces can "own the weather" by capitalizing on emerging technologies and focusing development of those technologies to war-fighting applications. Such a capability offers the war fighter tools to shape the battlespace in ways never before possible. It provides opportunities to impact operations across the full spectrum of conflict and is pertinent to all possible futures. The purpose of this paper is to outline a strategy for the use of a future weather-modification system to achieve military objectives rather than to provide a detailed technical road map.

A high-risk, high-reward endeavor, weather-modification offers a dilemma not unlike the splitting of the atom. While some segments of society will always be reluctant to examine controversial issues such as weather-modification, the tremendous military capabilities that could result from this field are ignored at our own peril. From enhancing friendly operations or disrupting those of the enemy via small-scale tailoring of natural weather patterns to complete dominance of global communications and counterspace control, weather-modification offers the war fighter a wide-range of possible options to defeat or coerce an adversary. Some of the potential capabilities a weather-modification system could provide to a war-fighting commander in chief (CINC) are listed in table 1.

Technology advancements in five major areas are necessary for an integrated weather-modification capability: (1) advanced nonlinear modeling techniques, (2) computational capability, (3) information gathering and transmission, (4) a global sensor array, and (5) weather intervention techniques. Some intervention tools exist today and others may be developed and refined in the future."

​The highly respected climatologist, Alan Robock, is quoted as saying, "On January 19, 2011, I got a phone call from two men who told me they were consultants for the CIA. Roger Lueken and Michael Canes, analysts for the Logistics Management Institute, asked, among other things, “If another country were trying to control our climate, would we be able to detect it?”  This raises a red flag and can be interpreted a couple ways. Verbatim, it suggests that one of the most sophisticated agencies in the world has "concerns" about Weather Modification. On the other hand, as noted by Robock, it could suggest an inverted question that is really asking an expert climatologist whether or not he would be able to detect weather manipulation being conducted by some “Agency.”  In February 2015 the U.S. National Academies of Science released a two-volume report on geoengineering which calls for increased investment in countering climate change. The CIA was a major sponsor of this study.

Beyond such things as warfare and agricultural rainfall production, weather modification technology may hold grave global implications through potential abilities to destabilize economies, ecosystems and the agriculture of targeted adversaries. Targeted regions (or states) could, in turn, be forced into dependence on the purchase and import of commodities from the same entity, or allies thereof, that initiated the environmental attack. On the other hand, the potentially Earth-friendly, environmental benefits that weather modification technologies could possibly possess is unknown, but would undoubtedly be welcomed. But, for all intents and purposes, Weather Modification technology could be considered a Weapon of Mass Destruction.

Directed Energy usage for Weather Modification is not something that can be easily documented or protested. Because you cannot see, hear, smell, taste or even feel Directed Energy (in certain instances), it is very hard to identify and prove its usage. This is not unlike the experiences of some journalist, protesters, dissidents and other "Targeted Individuals" whom have been victimized by the use of Directed Energy Weapons (DEWs).

Despite what the state of the technology suggests, due to a fear of government backlash, you won't hear the terms, "ionospheric heating," "weather modification," or "environmental modification" being used in the debates on global warming. The topic is conveniently left out of mainstream media conversations about global warming. The majority of people (including journalists), unlike this author, are driven more by their fears than by truth and principles, so the end result becomes mass ignorance and environmental catastrophe.
