Directed Energy Weapons are En Vogue It appears that Directed Energy Weapon (DEW) attacks are en vogue in the late 2010's. In May, 2018, it was reported that American embassy personnel experienced some trauma from a directed energy source at the U.S. Embassy in Beijing China. This comes off the heels of similarly reported attacks on U.S. embassy personnel in Havana Cuba, back in August 2017 and November 2016. The culprit(s) behind these attacks are unknown, but it would seem unlikely that they would be originating from the host country's governments because there's just no real benefit for a host country to overtly attack an embassy. China's Directed Energy capabilities are very advanced, as has been displayed by some of their military applications, so a sloppy and detectable attack would not jibe with their capabilities. What seems more likely is that a third party (nation or group) is acting as a provocateur through these attacks. Russia? Iran? DPRK? Terrorist? The public masses just don't know. With the reports of these embassy attacks being globally noted, there's no hiding the fact that electronic harassment attacks using directed energy are occurring. So, where's the reporting on electronic attacks that citizens like myself have been enduring and reporting to authorities and the media for years, now ? Where's the investigation for a citizen like myself ? Because of profuse disinformation on the internet, claims of electronic harassment have largely been written off as fringe. But, who is behind the vast amount of disinformation, which largely repeats the same tactics and blueprint? Quite odd. Electronic harassment (via radio signals ) has been occurring for years against certain citizen groups (activists, sex offenders, etc). Are the US Intelligence community, law enforcement and the military, along with Community Watch groups behind these domestic electronic harassment campaigns ? If government is behind the harassment, who does a citizen victim turn to for help ? Maybe that's the question Myron May and Aaron Alexis asked themselves ! Again, there's no delusion in the fact that electronic harassment attacks using directed energy occur, so these questions are not without merit. The US Navy has recently displayed its LaWS (Laser Weapons System) aboard the now decommissioned USS Ponce, which is capable of knocking planes out of the sky. The Australian company DroneShield recently offered its hand-held DroneGun which effectively shoots directed energy a mile away from its drone target. And, China recently displayed its hand-held ZKZM-500 laser rifle, developed by Xian Institute of Optics and Precision Mechanics, which can be destructive up to 2600 meters in distance. Now, imagine all of the other technology that has not been put on display, just yet. Russia and the US have been competing in directed energy technology since the 1950's and much of that technology is displayed in viewable patents. As such, some of this older technology, like voice-to-skull (V2K) and millimeter wave through-wall imaging has found its way into civilian reach. And, like anything else, it has been abused! The recent attacks on US embassy personnel in Cuba and China point out how brazen and widespread electronic harassment is becoming. Myself and other citizens have been reporting these attacks for years with no response from government or law enforcement. No response, because it's plausible that the DOJ, DOD and Law Enforcement (along with Community Watch groups) are aware or complicit in the harassment that's occurring. The fight on terror has provided the government with many laws which threaten our liberties. Documented, unfettered surveillance on any individual is an example. SIGINT or radio signals (like Wi-Fi) are being used in this surveillance, but it is being abused by the injection of radio signals that can cause discomfort or physiological effects on the individual under surveillance. This is easy to do because nobody is monitoring radio signals and you can't see, smell or hear them or know that they are there unless you have fancy equipment to scan for the radio signals. Even then, some of the injected signals are of such low frequency that even if a professional was scanning for them they may not see the signals because they are shrouded in noise and all of the other radio and Wi-Fi signals flying around all of us. Think of the low frequency signal as a needle in the grass. I'm a scientist in one of the physical sciences and I can tell you that this directed energy stuff is easy to do nowadays. Just look around and you see that everything is going Wi-Fi or wireless. So, this is, essentially, what all of the so-called conspiracy theories are about online regarding Targeted Individuals. Radio, or Wi-Fi signals that the body can sense are being used under the surveillance laws to harass certain people. It's my understanding that it's mostly people who are sex offenders or suspected threats to society who are being harassed. I'm neither, but somehow I've ended up on watchlists from what I've ascertained through communications with law enforcement and a military individual. This harassment is like torture and there's nothing in-place to protect people. With time, it's only going to become easier to use radio signals technology in abusive ways. The recent so-called "Sonic" attacks on US embassy personnel in Cuba and China are examples of this increasing threat. The use of the term Sonic is probably just a smokescreen term being used when it's actually much more likely, easy and effective to use radio signals rather than sonic or sound waves. The NYT article listed in the "references" below bolsters my opinion on this. Use of "sonic" sound waves scares people less than the idea of radio signals or electromagnetics being directed at you ! I don't know what can be done to prevent this abuse of law and technology because it's so easy to perpetrate and conceal, as well as being plausibly deniable. The use of radio signals for harassment is unjust and has actually caused several violent revenge attacks like that in the cases of Myron May and Aaron Alexis. It's also been reported that Saddam Hussein was "pissed-off" by directed energy attacks aimed at him by the US. More people need to be aware of this growing form of technological abuse. ( On a whole other note, RISS & ATIX are apps which allow communications by cell phone between people who cooperate with Homeland Security & Law Enforcement. These apps "may" be allowing Citizen Watch groups to coordinate as vigilantes and harass anyone who's on watchlists. The use of Directed Energy against people is real and has been for more than three quarters of a century. This is an important observation because it shows that a state actor (Cuba) with relatively primitive technological capabilities, comparative to that of the U.S., can still carry out a covert attack with some degree of success, using Directed Energy Weapons. Successful, from a perpetrator's perspective, because the targeted U.S. personnel were physically harmed all while there is no smoking gun for which the U.S. government can explicitly use for reprimand. Directed Energy Weapons are a perfect weapon because you can not hear, see, smell, taste or even feel (in some cases) their presence, so there is great difficulty in proving that the weapon has been used in the commission of a crime. There are few details about this incident which is not surprising, but what is surprising or even unbelievable, is the fact that the State Department would even publicly acknowledge that an incident involving Directed Energy Weapons actually occurred. This is unbelievable because DEW's are such a powerful tool for governments and militaries, and their usage is kept veiled because of the public fear and suspicion that can arise if usage is openly known or acknowledged. Directed Energy should be seen as one of the most ominous technologies that mankind can harness. In time, people will begin to discover the vast capabilities that directed energy can hold over mankind. It can heal or kill, pacify or insight ! Those "New Age" hippies from the 1970's don't look so "spacey" to me nowadays. Energy is the essence of life, but what so many of us have always overlooked is the power and effects of the free-flowing electromagnetic energy all around us. And, the effects of this energy can be profound, depending on the frequencies and power levels. Let's reference something that provides us a little more perspective: Radioactive or Nuclear Energy. The world was introduced to the effects of this energy via Hiroshima and Nagasaki, at the closing of WWII. Beyond the blast potential of the energy, there is standing radioactive energy present that is very powerful and dangerous. You don't see, hear, feel or smell this energy. You can detect it with a Geiger Counter, but you don't "sense" its presence --- until it's too late. To some extent, depending on frequencies and power levels, the same can be said for other types of radio energies. They are all around us, like Wi-Fi, but you don't sense it. Very specific radio frequencies can affect or direct biological processes in an organism. Fact. These affects on bioelectric processes can either heal or kill an organism and it can all be done through the power of Directed Energy (radio frequencies). Most people think only of the human body as being a biochemical system and they overlook the fact that the body is a bioelectric system, as well. The influences of electromagnetic energy upon biology can be profound and is an area of intense, ongoing scientific study. The events that unfolded in Havana gives testimony to the power of DEWs by showing that even lower-tier states are utilizing this technology to an extent that they have enough confidence in the technology to use its capabilities against a top-tier nation. And, if the most developed nation on Earth can not definitively identify and criminalize the use of Directed Energy at a Havana embassy, how on Earth are Joe and Jane Activist going to fare when they claim that they are victims of Electronic Harassment ? In fact, police stopped and detained the undercover FBI Agent as he tried to drive away from the shooting scene. Just weeks before the shooting this FBI undercover agent, who was posing as an Islamic radical, was found to have exchanged text messages with Elton Simpson that encouraged him to “Tear up Texas.” What isn't known is whether the FBI were using directed energy pyschotronics or SIGINT on Simpson, along with the documented social grooming techniques that were seen in the text messages exchanged between the two parties.
This is a prime example of how Law Enforcement, Intel Agencies and the Military covertly manipulate people in sinister ways. Simpson may have been a person with malintent or he could have just been someone who was disenchanted by the political climate. If he was the latter, he may have carried on like most other people and never would have acted out on his discontent. But, with a little prodding, incitement and some psy-ops thrown in, it may have sent him over the edge. Most mainstream media outlets don't air provacative stories involving law enforcement corruption, because the media is in the pocket of authorities, so most citizens are unaware that this type of stuff occurs much more often than one would imagine. The Psy-Ops and Directed Energy tools that intelligence agencies, LEIU's and the military have at their disposal are being misused and citizens' civil and human rights are being abused. The government is not your friend. It's composed of many people using your hard-earned tax dollars to satiate their own interests and agendas. A good handful of these "public servants" are likely clinical sociopaths who seek politics as a means to attain power that stokes their egos, fuels their narcicism and provides a podium to air their delusional grandeur. This can be equally said for "some" who seek employ in the Law Enforcement, Intelligence Agency and Military communities. The remaining bureacratic servants find government jobs as a tenure for benefits and pensions, while implementing doctrine prescribed by those in elevated positions of swell-headed power. All the while, the system is peddled onward with programs and operations that aren't always in the best interests of the people. These guys aren't rock stars, innovators or anything close to "cool." They are egoists, followers and tax dollar moochers. Law Enforcement, Intelligence Agencies and the Military do plenty of bad shit to people that often goes completely unseen. So, the next time the media reports on a supposed hero being struck down in the line of duty, don't fall for all the pomp and condolence that the media spews. Call it Karma. The Cycle of Harassment  Within about a year of launching this website, many of the harassment techniques that I've reported here began to wane.
One notable detail is the Sheriff's Department. I virtually never saw a Sheriff in my city before the harassment began, but once it started, I came across a Sheriff's vehicle behind me, parked near my home or flashing their lights behind me, on a weekly basis. These instances occurred around 2013 to 2016. Once I started aggressively pairing my website and social media, the Sheriff's Department's pressence began to dissipate. I have not seen a Sheriff's vehicle in about a year now. To a much lesser extent, the same could be said about the SAPD. All of the usually "marked" vehicles that were always seen around my location slowly faded away. Odd situations occuring around my home ended. The home entries stopped, most likely because of the security steps I've implemented, of which are openly detailed on the Security page of this site. So, what has not changed? The SIGINT and Directed Energy I witness has increased many fold, though steps for mitigating this can be found on the Sheilding page of this site. Additional harassment details that occasiaonally remain mostly involve tampering with my vehicle. Aggressive confrontation, Security measures and Shielding are the keys to suppressing these harassment campaigns. Is it coincidence that most of the problems I was witnessing virtually ceased once I started to aggressively voice my concerns and implement Security and electromagnetic Shielding measures ? The electronic harrassment remains because there's no easy way for people to prove that directed radio signals are being used as a weapon. Such a capability offers the war fighter tools to shape the battlespace in ways never before possible. It provides opportunities to impact operations across the full spectrum of conflict and is pertinent to all possible futures. The purpose of this paper is to outline a strategy for the use of a future weather-modification system to achieve military objectives rather than to provide a detailed technical road map. A high-risk, high-reward endeavor, weather-modification offers a dilemma not unlike the splitting of the atom. While some segments of society will always be reluctant to examine controversial issues such as weather-modification, the tremendous military capabilities that could result from this field are ignored at our own peril. From enhancing friendly operations or disrupting those of the enemy via small-scale tailoring of natural weather patterns to complete dominance of global communications and counterspace control, weather-modification offers the war fighter a wide-range of possible options to defeat or coerce an adversary. Some of the potential capabilities a weather-modification system could provide to a war-fighting commander in chief (CINC) are listed in table 1. Technology advancements in five major areas are necessary for an integrated weather-modification capability: (1) advanced nonlinear modeling techniques, (2) computational capability, (3) information gathering and transmission, (4) a global sensor array, and (5) weather intervention techniques. The highly respected climatologist, Alan Robock, is quoted as saying, "On January 19, 2011, I got a phone call from two men who told me they were consultants for the CIA. Roger Lueken and Michael Canes, analysts for the Logistics Management Institute, asked, among other things, “If another country were trying to control our climate, would we be able to detect it?” This raises a red flag and can be interpreted a couple ways. Verbatim, it suggests that one of the most sophisticated agencies in the world has "concerns" about Weather Modification. On the other hand, as noted by Robock, it could suggest an inverted question that is really asking an expert climatologist whether or not he would be able to detect weather manipulation being conducted by some “Agency.” In February 2015 the U.S. National Academies of Science released a two-volume report on geoengineering which calls for increased investment in countering climate change. The CIA was a major sponsor of this study.
Beyond such things as warfare and agricultural rainfall production, weather modification technology may hold grave global implications through potential abilities to destabilize economies, ecosystems and the agriculture of targeted adversaries. Targeted regions (or states) could, in turn, be forced into dependence on the purchase and import of commodities from the same entity, or allies thereof, that initiated the environmental attack. On the other hand, the potentially Earth-friendly, environmental benefits that weather modification technologies could possibly possess is unknown, but would undoubtedly be welcomed. But, for all intents and purposes, Weather Modification technology could be considered a Weapon of Mass Destruction.
Directed Energy usage for Weather Modification is not something that can be easily documented or protested. Because you cannot see, hear, smell, taste or even feel Directed Energy (in certain instances), it is very hard to identify and prove its usage. This is not unlike the experiences of some journalist, protesters, dissidents and other "Targeted Individuals" whom have been victimized by the use of Directed Energy Weapons (DEWs).
Despite what the state of the technology suggests, due to a fear of government backlash, you won't hear the terms, "ionospheric heating," "weather modification," or "environmental modification" being used in the debates on global warming. The topic is conveniently left out of mainstream media conversations about global warming. The majority of people (including journalists), unlike this author, are driven more by their fears than by truth and principles, so the end result becomes mass ignorance and environmental catastrophe.

Government intelligence agencies continue their relentless pursuit of an omniscient bearing over its citizenry. This is evidentiary in the FBI's ongoing tussle with Apple corporation over the encrypted data contained within the phone of one of the deceased December, 2015 San Bernardino shooters.
As a shepherd of encryption, the Electronic Frontier Foundation (eff.org) points out that the attack on data integrity has been heated since the 1990's and all appearances show no end in sight.
The FBI's candid perspective on citizens private data can be seen in a report, "The Director" which CBS's 60 Minutes aired on Oct. 12, 2014, whereby the Director of the FBI was presented with a question concerning the privacy rights of individuals, and their ability to retain data within encrypted devices such as cell phones. His reply was, in effect, that it would be wrong to be able to retain data from the hands of law enforcement, using the analogy of whether it would be acceptable to society if a car's trunk was made so impenetrable that no one could get inside to observe its contents. This is a flawed perspective ; let me explain. Firstly, data stored in a cell phone is not a tangible entity such as that found in the contents of a car's trunk. Data is akin to memory as stored in one's mind. It could be considered a copy of one's thoughts as in the form of notes, ideas, or images. It is, in essence, intellectual property, not unlike one's thoughts or memories stowed away in the grey matter of your brain. So, No, you should not have access to data stored on an encrypted phone or device if the owner, thereof, does not want to divulge it. Regardless of how valuable or critical the information is, it should not be accessible without consent ! Do we allow the torture of suspects for the purpose of extracting data or knowledge they retain in their mind, even if someone else's life is hanging in the balance? No, we do not ! Data should be considered an extension of one's intellectual property and therefore be off-limits.
Law enforcement should conceive and concede to this common sense approach to individual rights and strive to enhance their gumshoe tactics in solving crimes, rather than pursuing the private domains of citizens.
The governments tool of choice to get what they want nowadays is the exploitation of tragedies and terrorism. They will use these instances to force a legal hand in their favor. Apple's decision to fight these demands is not merely based in principle, branding and image, but ultimately on self preservation, for should they bow to the FBI's demands, this precedence will open the gates for every other nation state, both good and bad, to make similar demands. And, with all of these State hands having access to their cookie jar, it would be impossible for Apple to mitigate the misuse of its concessions which would ultimately leave it's products devoid of integrity in the consumer world's eye. As a citizen and consumer, you lose as well. You lose privacy and potentially, a viable brand.
Data integrity is equally important to both business and the individual citizen. As individuals with a stake in these battles, full support for corporations like Apple should be a necessity based in principle, at a minimum. Voice your concerns to Washington.
